China Small and Medium Enterprise Compentence Organization (SMEO) was established by the International Cooperation Association of Small and Medium Enterprise of China National Development and Reform Commission, and the International Cooperation Centre of Small and Medium Enterprise.
China SMEO takes the challenge of growth and entails the enhancement of the competitiveness and responsibility of Small and Medium Enterprise. It embodies and implements the “acceleration law of China small and medium enterprise”, and the "rapid development of the Small and Medium Enterprise".
With future approach and professional management, SMEO has focused on strengthen Small and Medium Enterprise’s competence, by conducting and facilitating seminars, forums and training programs, the SMEO aimed at providing series forum for academics adn entrepreneurs to discuss fully about strategic goals, the competition adn cooperation of multinationals as well as their inverstment way, reason, efficiency and factors of success in China.

The series forums will be launched in the second half of 2006, by the starting point of Beijing forum, and ending of Boao forum. It will last whole year, and cover 28 province of China.
The forum will divide based on three levels.
- First level: Beijing, Boao forum spread to the whole nation.
- Second Level: 5 regional forums which focus regional economies include East, west-north, west-south and east-north.
- Third Level: 21 provincial forums cover most provinces in China.

- Each forum consists of one main forum and three sub-forums, and cooperate with various industries in any location.
- Each forum have the attendance with over 500 people, and 150 media partners.

- The China SME forum can be defined as a media movement, in this movement, TV, Network, and Print Press media will take a new role of Executive Media Partnership in the programs, especially CCTV, Phoenix TV station, and Shanghai Oriental TV station will be the predominant Executive Media Partnership.
- By conducting TV living broadcast programs, such as dialogue, interview, especial report, visiting of corporation, to realize image enhancement of an enterprise, brand, product, or even the figure of entrepreneurs.

It will spread in every province, city, and territory in China during the “the Chinese eleventh five years plan.
The forum will focus on the topic of “the rapid development of SMEO, work closely with the development, amalgamation, and expandedness of the SMEO, and solve some problems such as managing policies, investment, fund raising, go to public, financial co-operate Globally, the characteristic of the SMEO in its region and contemporary society. Each forum will consist of one main forum and three sub-forums, and have different topics, experts, governors, and enterprise to participant.
